It is proper that it should be clearly understood that the functions of the Governor and of the Executive Council of a Crown Colony in this, as in other matters, have now become mainly of a ministerial character, viz: to carry out the minute instructions respecting all the details of public business and expenditure which are received from the Colonial Department in London.
